The panel is currently chaired by the Kenya Association of Manufacturers (KAM) with the Deputy Chair being Horticultural Crop Development Authority (HCDA).
The 2010 NEMDP was developed by relevant stakeholders from both public and private sector, through extensive consultation, individual submissions, and panel discussions. The EPC working within the approved processes of the International Standards Organization (ISO 9001:2000) received submissions analyzed them and organized meetings where the activities were presented, discussed, prioritized and lead agencies identified to co-ordinate individual activities. The harmonized Export Market Development Programme reflects the country’s need to avoid duplication of efforts by different stakeholders in the implementation of the market development activities.
Objectives of Programme- Consolidation and expansion of traditional export markets. Markets targeted are the East African Community (EAC), Common Market for Eastern and Southern Africa (COMESA) and European Union (EU).
- Diversification into new and emerging export markets. Markets targeted are rest of Africa, North America, Central and Eastern Europe, Middle East and South East Asia.
- Enhancement of corporate and brand identities and the promotion of the country's image in these markets.
- Strengthening of already established distributorship and agency networks.
- Test-marketing of new products.
- Countering competition both within and without the target markets.
- Giving practical support to regional integration efforts of East African Community and COMESA.
Criteria for Incorporating Activities in the Programme Incorporation of activities in the 2010 NEMDP was guided by a number of factors. These included the need for market expansion, consolidation (EAC, COMESA and EU) and diversification (USA, Japan, Eastern Europe e.t.c); High export growth prospects (Great Lakes region); product diversification (Commercial Crafts, Nuts, Honey etc); support for regional integration efforts; market research finding triggers; and recommendations by relevant commercial attaches accredited to markets covered.
Whilst the EPC has exercised oversight responsibility in the implementation of the programme activities, in addition to co-ordination of specific activities as identified in the programme, organizing agencies were expected to assume the responsibility of co-ordinating agreed activities with EPC providing technical and logistical support where necessary.
